Westminster 55+ community – Lake Jem region (Lake County)

CURRENT STATUS: PAUSED BY APPLICANT UNTIL SPRING 2026
In 2023, Lake County Planning and Zoning received an application on behalf of developer Presbyterian Retirement Communities to rezone 63+ rural acres for a 450-unit senior-living community with multi-story residential units, an assisted-living facility, 400,000 square feet of recreational and commercial amenities and a marina.
In 2025, Lake and Orange residents near the project formed the 5-Lakes Rural Preservation Alliance (RPA) and have been seeking clarification of Lake County’s Planning and Zoning procedures regarding potential changes to the rural property.
TIS Development Chairman George Wiggins has participated in discussions with the RPA and Lake County representatives to express the project’s incompatibility with Lake County’s Rural Land Use policies and the character of this very rural area adjacent to Tangerine.
Tangerine residents on the east side of Lakes Carlton and Beauclaire could be impacted, as well as residents on Sadler Road and Dora Drive concerned with pass-through vehicle traffic.
